Mayor’s report on the financial situation of the municipality

In compliance with the Cities and Towns Act, I am pleased to report on the financial situation of the Town of Kirkland.

Financial results as at December 31, 2023

The financial statements have been audited by the accounting firm of BCGO who confirmed that they provide a true picture of the financial situation of the municipality for the fiscal year ended December 31, 2023 and reflect accurate results of its operations, variation of net financial assets (net debt) and cash flows for the year then ended, in accordance with Canadian accounting standards for the public sector.  The 2023 financial report was tabled at the Council sitting of May 6, 2024, along with the unqualified reports of the external auditor.

For the year 2023, revenues from the municipality’s financial activities amounted to $74,767,000 while expenditures and net appropriations totaled $67,427,000. The Town therefore ended the year 2023 with a surplus of $7,340,000 derived mainly from revenues generated by industrial taxation, interest on investments and government subsidies.

Major Capital Works and Special Projects

In 2023, investment projects totaling $9,172,000 were completed, including:

  • Work on sanitary pipes and stormwater network;
  • Reconstruction of Ecclestone Park;
  • Sports Complex roof repairs;
  • Annual purchase and installation of street lighting poles for LED conversion;
  • Purchase of the following items:
    • one 10-wheel truck;
    • one 6-wheel truck;
    • one signalisation truck;
    • watering and snow removal equipment;
    • three vehicles.
